The Board
Residents have the majority vote on the Board of Directors. They are elected by the residents who live on the Pembroke Street estate who are the members of the company. This is what makes the EMB unique. Whilst the homes are owned by the Landlord, Plymouth Community Homes, it is the resident board members who have overall responsibility for ensuring the housing management contract is fulfilled.
In practice, the day to day housing management contract is carried out by a staff team comprising part time repairs & maintenance staff and part time office administration staff and a full time manager. This is supplemented by other contractors who carry out other work. Board members receive performance and budgetary reports and they input and advise on various aspects of service delivery and policies.
Resident board members are supported by other co–opted members including staff from Plymouth Community Homes, a ward councillor and local stakeholder business partners.
The management agreement is the partnership document which sets out the responsibilities of PEMB and the Landlord, PCH. The format and content is determined by national Government, with options to adapt it to local circumstances via local ‘schedules’ which set out the detailed policies and procedures that inform the day to day work.
