Neighbourhood Problems & Anti-Social Behaviour

Everyone has the right to enjoy their home and feel safe in their community.

PEMB works with residents and Plymouth Community Homes (PCH) to help resolve neighbourhood problems. Not every disagreement or disturbance is classed as anti-social behaviour (ASB), and different types of problems may need different solutions.

You do not need to decide whether something is “ASB” before contacting us. Tell us what is happening and we will consider the appropriate next steps.

What kind of problem is it?

Everyday neighbourhood problems

Everyday living can sometimes cause annoyance or disagreement between neighbours. Examples can include general household noise, children playing, parking issues, cooking smells, bins, pets, DIY and disagreements between neighbours.

These issues will not always be treated as formal ASB. Depending on the circumstances, we may provide advice or suggest an informal solution such as speaking to a neighbour, mediation or an agreement about future behaviour.

Anti-social behaviour

More serious, persistent or deliberate behaviour may need an ASB response. This can include:

  • threatening or intimidating behaviour
  • harassment
  • hate-related behaviour
  • serious or persistent noise nuisance
  • criminal or threatening behaviour
  • deliberate behaviour causing significant problems for neighbours or the community

Reports will be considered according to their circumstances and their impact on the people affected.

Crime or immediate danger

PEMB is not an emergency service.

Call 999 if somebody is in immediate danger, violence is taking place or emergency police assistance is required.

For non-emergency crime, contact the police on 101 or use the police's online reporting service.

Tell us what is happening

Give us as much information as you can about the problem and how it is affecting you.

We consider the information

We will consider the circumstances and determine the appropriate response. We may contact you for more information or evidence.

We agree the next steps

This could include advice, informal intervention, mediation, working with PCH or another organisation, or action under the anti-social behaviour process.

We will explain what happens next and let you know if another organisation is better placed to deal with the problem.

Noise diary

If noise is part of the problem, keep a noise diary. Print it and note each incident as it happens — when it started and stopped, what you heard and how it affected you. A completed diary helps us and Plymouth Community Homes understand how often the problem happens. Bring the completed diary to the estate office or send it to office@pembrokestreet.co.uk.
